Upcoming F.A.I.R. Training

The Seneca County Sheriff’s Office will be conducting F.A.I.R. training for bar and winery owners and servers on March 4th 2012 at the Law Enforcement Center in Romulus NY. The training will start at 9:00 am and last till about 11:00 am. F.A.I.R. stands for Fundamental of Alcohol Intoxication Recognition. This presentation, put on by the Seneca County Sheriff’s Office, is geared toward servers / bartenders. It covers how to recognize an intoxicated person; legal issues servers and bar/winery owners may face and fake Id’s. The Seneca County Sheriff’s Office offers this training free of charge and you will receive a certificate of attendance. If your establishment or organization is interested in attending this free training please contact Lieutenant Charles Maleski at 315 220 3407, to sign up.

SCAM ALERTS IN SENECA COUNTY - January 2012

The Seneca County Sheriff’s Office is alerting citizens to an on- going influx of scams involving the internet, phones, banks and western union. While these scams can be different they all have one thing in common—THEY ARE ALL FALSE IN AN ATTEMPT TO STEAL YOUR HARD EARNED MONEY. 

Here are some examples of scams that are rampant in Seneca County.

 

FAMILY MEMBERS OR FRIENDS IN DISTRESS. A phone caller will ask residents to send money via western union for a family member or friend in distress. (Accident, Illness, Arrest or other emergency). Usually the scam involves sending the money to another country like Peru. The caller will have names and seem sincere.

 

 

SWEEPSTAKES WINNER. A caller or e-mailer will inform that you have won a sweepstakes. Collecting your winnings will involve wiring money for various fees.

 

 

BAD CHECK. Residents are sent a check and instructed to cash the check at their bank and then wire money for taxes or fees. The check comes back counterfeit later on.

 

 DATING SERVICES. Predators surf internet, social dating services to look for victims. They then start a relationship with a victim subsequently asking for money to be wired to them. Many times these scams involve another country like Nigeria.

 

Sheriff Jack Stenberg wants citizens to know that the best way to prevent scams is not to fall for them. If you suspect a scam DO NOT SEND MONEY! Call 911 and ask to speak with law enforcement.

 

 

 

 


BEWARE OF THIS ON - GOING SCAM

The Seneca County Sheriff’s Office would like to warn the public about a phone scam that is once again being conducted in Seneca County. Phone calls are being received by Seneca County residents asking them to send money via Western Union to a family member in some form of distress. The callers have correct names of a family member. The caller asks the intended victim send an unspecified amount of money to Lima, Peru to get the distressed family member back home due to an accident or other hardship issue. The phone scam is targeting older adults which might think the call is legitimate. Sheriff Stenberg reminds everyone to be cautious of these phone calls and double check with other family members about the loved one mentioned by the caller before sending any money. If you have concerns about a call you have received contact you local law enforcement agency. You can also report a scam or see information about ongoing scams by going to www.ic3.gov a joint website offered by the FBI and the National White Collar Crime Center.

Public's help requested involving theft V/Lodi

12/15/2011 - The Seneca County Sheriff’s Office is investigating a theft of a large amount of roofing materials from a Village of Lodi residence that occurred on December 12th 2011. Taken were shingles and other roofing materials. Anyone with any information is requested to call the Seneca County Criminal Investigation Division at 315-220-3240. Callers may remain anonymous.

Protect your personal effects

Credit card fraud and identity theft is also on the rise in Seneca County. Citizens are warned to safeguard their personal papers, debit and credit cards. Care should be exercised on any purchases made via internet or phone. Purses and wallets should not be left unattended or unsecured.   

If you see something unusual - REPORT IT

The Sheriff’s Office is continuing to investigate numerous thefts of metal throughout the County. These thefts are from residences and unoccupied lands. Objects stolen range from silverware to construction equipment, scrap, wiring, plumbing and virtually anything made of metal. In these hard economic times suspects steal these items and sell them for scrap metal weight. If you see something unusual - REPORT IT - call 911

Don't be a victim of a scam

The Sheriff’s Office has received a report of a telephone scam that occurred in the Town of Fayette. An unknown caller states that a family member needs medical assistance and requests money be wired via Western Union to a location in Peru. The Sheriff warns all citizens to be aware of this scam, along with variations that include a family member or friend being arrested and needing funds wired.

Fire

02-21-2012

         Seneca County Sheriff's Office reports Sheriff's Deputies responded to 1081 Route 318 for the report of a fire inside of a storage container. Upon arrival at the scene Junius Volunteer Fire Department was at the location extinguishing the fire. The fire which was contained to the contents inside of the metal storage container was determined to be accidental in nature. Owner/ Resident of the property Kale Wilkins age 22 reports the fire was spotted by a passer by who called 911. Per Junius Fire Chief Michael Dewaele the fire was caused by a burning barrel which Wilkins was using to burn rubbish being too close to the storage container. Damages to contents were estimated to be in the $3,000.00- 4,000.00 range and the property was uninsured.


Violation of Probation Warrant

Seneca County Sheriff’s Office reports that Sheriff’s Deputies arrested 31 year old David J. Markel of 58 Church Street Waterloo on a Seneca County Supreme Court issued Violation of Probation Warrant. It is alleged that Markel violated his terms and conditions of his probation that he was serving for being arrested for Felony DWI. Markel was committed without bail and will appear in County Court at a later date.  


Arrest

02-17-2012 The Seneca County Sheriff's Office reports that Investigators arrested Bryan R. Lyle age 25 of 61 N. Walnut St. Waterloo and charged him with offering a false instrument for filing in the first degree.  Investigators allege that Lyle submitted forms with a public benefit corporation while knowing that information contained therein was false and would defraud said public benefit corporation.  Lyle was arraigned in the Village of Waterloo Court and was released on his own recognizance.  Lyle is scheduled to re- appear in the Village of Waterloo Court on March 7, 2012 to answer the charge. 

Warrant Arrest

02-17-12

  The Seneca County Sheriff's Office reports that Deputies arrested Jason P. Griffin, who is currently incarcerated at the Seneca County Correctional facility in Romulus, on a Violation of Probation warrant issued by the Seneca County Court. Griffin is in the facility on unrelated charges; however those charges resulted in a violation petition being filed by Seneca County Probation Officers. Griffin will be arraigned before Judge Denis Bender the next day that the County Court is in session. Until then he will be held without bail.


Welfare Fraud arrests

02-15-2012  

Seneca County Sheriff's Investigators along with Seneca County Department of Human Services investigators arrested two persons after an investigation in to welfare fraud in Seneca County.  Christina A. Strally, age 33 of 7 Reed Street Waterloo, NY was charged with Offering a False Instrument 1st, a class E felony.  The charge stems from Strally submitting paperwork to DHS that contained false information in an attempt to obtain welfare benefits.  Jessica A. Wilson, age 32, of 7180 Main Street Ovid, NY was charged with Welfare Fraud 4th, a class E felony.  The charge stems from Wilson fraudulently receiving welfare benefits.  Strally and Wilson were both arraigned in Village of Waterloo court and both were released to re-appear on 03/06/12 in Village court.  These arrests are part of an ongoing investigation into welfare fraud in Seneca County by the Seneca County Sheriff's office.


PIMVA

02-12/2012 @ 12:48 PM Seneca County Sheriff's Deputies responded to State Route 96A in the Town of Varick for a three car personal injury motor vehicle accident. Involved in the crash were Joy Vanorden, age 66 of 2276 County RD. 139 in Ovid; Matthew Hayes, age 29 of 4 Phelps Drive in Homer NY and 24 year old Timothy Ivory of 437 Anthwyn RD, Narberth Pa. The crash resulted from Vanorden, who was northbound on State Route 96A lost control of her vehicle, causing her to enter oncoming traffic where Hayes, who was southbound struck her vehicle in the left rear. After the initial impact, Hayes was rear ended by the Ivory vehicle. Ivory was treated on scene by South Seneca Ambulance and released with no injuries. Hayes and Vanorden were transported to Cayuga Medical Center by South Seneca Ambulance in which Hayes was treated for Shoulder pain and Vanorden was treated for head pain. Vanorden was issued a ticket for speed not reasonable and prudent and is to appear in the Town of Varick court on the 14th of March to answer the charge.

Narcotics Arrest

02-10-12 - Members of the the Seneca County Sheriff's Office Uniform Road Patrol and Narcotics Division arrested Joseph L. Bongiovanni, 39, of 261 Roesch Avenue, Buffalo, New York, on charges of Criminal Possession of a Controlled Substance in the second degree, a Class A-II Felony, Criminal Possession of Marihuana in the third degree, a Class E Felony, and Criminally Using Drug Paraphernalia in the second degree, a Class A Misdemeanor. 

The charges stem from an investigation of a burglar alarm at a Town of Lodi business.  The arriving deputy sheriff located a suspicious vehicle attempting to leave the business.  The vehicle was stopped and the occupant, Bongiovanni, was interviewed.  Upon further investigation, Bongiovanni was found to be in possession of two ounces of hallucinogenic mushrooms, two digital scales, and 87 plastic baggies commonly used for the packaging of illicit drugs.  Bongiovanni also possessed over eleven ounces of marihuana that were in various forms.  The marihuana included plant material, liquid marihuana, and hash.  

Bongiovanni was arraigned in the Lodi Town Court and remanded to the Seneca County Correctional Facility on $100,000 cash bail/$200,000 secured bond.  Bongiovanni is to reappear in the Lodi Town Court on February 16, 2012 at 11:30am.


Narcotics Arrest

On 02/08-2012 - Members of the Seneca County Sheriff’s Office Narcotics and Criminal Investigation Division, assisted by members of the Uniform Road Patrol arrested two persons in connection to methamphetamine production in the Town of Waterloo. 

 

Sheriff’s Deputies executed two search warrants and found numerous items relating to methamphetamine use and production.  The investigation is still in the preliminary stages and numerous seized items of evidence have been sent to the Monroe County Crime Laboratory for analysis.  Deputies expect additional charges to be lodged pending completion of forensic analysis.

 

Arrested yesterday were the following persons:

 

Kari L. Ludington, age 26,   890 Waterloo/Geneva Road,  Lot 8, Waterloo, New York

William W. Wallis, age 30,  890 Waterloo/Geneva Road,  Lot 8, Waterloo, New York

 

Both were each charged with Criminal Possession of a Controlled Substance in the seventh degree.

  

Ludington was arraigned in the Waterloo Town Court and remanded to the Seneca County Correctional Facility on $3,000 cash bail/$6,000 secured bond.  Ludington is to reappear in the Waterloo Town Court on March 8, 2012 at 5pm.

 

Wallis was also arraigned in the Waterloo Town Court and remanded to the Seneca County Correctional Facility and remanded to the Seneca County Correctional Facility on $5,000 cash bail/$10,000 secured bond.  Wallis is to reappear in the Waterloo Town Court on March 8, 2012 at 5pm.

 

“What is most troubling about these arrests is the fact they possessed certain items used in the manufacturing of methamphetamine in a populated area in the vicinity of unsuspecting adults and children.  One mistake made by these individuals could result in a tragic ending.  We encourage anyone who may have information about drug use, sale or manufacture to contact our confidential drug tip line at the following number: 1-800-GO-TO-JAIL (1-800-468-6524)” said Sheriff Jack Stenberg.

 

The investigation is continuing.

 

Arrest

02-07-2012 : The Seneca County Sheriffs Office reports Deputies arrested Othe L. Wallis, age 43, of 890 Rt 5 Trailer #8, Waterloo NY.  The arrest stems from a domestic dispute between Wallis and a Town of Waterloo Female.  Wallis allegedly struck the female in the face several times in front of several witnesses.  Wallis was charged with Harassment 2nd Degree and Disorderly Conduct.  Wallis was arraigned in the Town of Waterloo Court and remanded to the SCCF in lieu of $750 cash/ $1500 secured bond.  Wallis is to reappear in the Town of Waterloo Court on March 8th an 5:00pm to answer the charges

PIAA Sr 414 T/Fayette

On February 7th 2012 at 8: 56 AM the Seneca County Sheriff’s Office investigated a personal injury commercial vehicle accident on State Route 414 in the Town of Fayette. A flatbed truck with a loaded 50 cubic yard  roll off container on the back of it was north bound on State Route 414 when tire failed causing the truck to go to the east shoulder of the road. The driver Steven L. Parsons age 56 of Beaver Dams over corrected and the truck over turned and landed on the passenger side. The truck slid north and left the roadway coming to rest in a ditch on the west side of the road The container on the back of the truck was fully loaded with scrap metal and it’s contents were emptied out into the road. Parson’s was trapped in the vehicle. Parsons was assisted from the truck by a nearby resident. He suffered a minor injury and was treated at the scene by North Seneca Ambulance. Deputies closed the road for about 3 hours to conduct the investigation and to allow crews to clean up the debris. Parsons was issued a traffic ticket for an unsafe tire and will have to appear in Fayette Town Court at a later date to answer the charge. Also assisting at the scene were firefighters from Fayette Vol. Fire Department.

PI MVA

On the morning of 02/05/12, the Seneca County Sheriff’s Office reports that Deputies investigated a PI MVA on State Route 89 in the Town of Romulus. Deputies report a 2011 Range Rover, driven by Paige Phillips age 19, of 5817 E. Henrietta Rd. Rush N.Y., was southbound on State Route 89 when she struck a guard rail on the west side of the roadway, causing her vehicle to roll into a gully. Phillips was treated on location by South Seneca Ambulance for a complaint of a pain and a laceration to the right hand. Phillips signed off on being transported. The vehicle was totaled and subsequent to an investigation, Phillips was issued a summons for Failure to use Designated Lane and is to appear in the Town of Romulus Court on the 16th of March at 10:00am. Phillips was also issued a DMV hearing notice for Operating a motor vehicle while under the influence of alcohol less than 21 years of age, commonly called the Zero Tolerance Law. This is a civil law and is handled by a DMV.  

Personal injury auto accident

02-05-2012 1010am- Seneca County Sheriff’s Office reports that Sheriff’s Deputies investigated a personal injury auto accident on State Route 96 in the Town of Varick. A vehicle driven north bound on State Route 96 by 19 year old Heather M. Valder of 4 East Elisha Street Waterloo went off the roadway and struck a ditch. The vehicle rolled over numerous times before coming to rest in a field. Valder was trapped in the vehicle for about 30 minutes and had to be extricated by Firefights from the Romulus Vol. Fire Department. Valder was treated at the scene by South Seneca Ambulance. Valder was then flown to Strong Memorial Hospital in Rochester. Valder was listed as in guarded condition in the intensive care unit. Assisting South Seneca Ambulance was members from North Seneca Ambulance. Sheriff’s Deputies were on the scene investigating the accident for about 3 hours. Sheriff's Deputies were assisted at the scene by New York State Park Police and State Police from Romulus. The investigation is continuing.  


Arrest

The Seneca County Sheriff's Office reports on February 3, 2012 Sheriff Deputies arrested Eric W Jones, age 42 of 3116 Perry City Rd Trumabsburg for Criminal Contempt 1st degree, Harassment 2nd degree and Criminal Trespass 2nd degree.  It is alleged that Jones unlawfully entered an apartment in the Town of Ovid and enganged in a physical altercation with a female while a Class A Order of Protection was in effect.  Jones was arraigned at the Lodi Town Court where he was committed to the Seneca County Correctional Facility in lieu of $10,000 cash, $20,000 secured bond.  Jones is scheduled to reappear on February 6, 2012.


Arrest

The Seneca County Sheriff's Office reports on February 3, 2012 Sheriff Deputies arrested Clinton B Fox, age 31 of 2587 Edwards Rd Waterloo for two counts of Endangering the Welfare of a Child and one count Menacing 3rd degree.  It is alleged that Fox threatened a six year old child to physical harm and did push the child on the ground, while in the presence of another seven year old child.  Fox was arraigned at the Waterloo Town Court where he was ROR'd.  Fox is scheduled to reappear on February 23, 2012.  A Class B Order of Protection was issued to the victims.

Arrest

02/03/2012 The Seneca County Sheriff's Office Narcotics Division arrested Carol E. Gleason, 49, of 123 East Main Street, Waterloo, New York, on further charges stemming from an ongoing investigation into crack cocaine distribution in the Waterloo and Seneca Falls area.  Gleason was charged with two counts of Criminal Sale of a Controlled Substance in the third degree, Class B Felonies, and one count of Criminal Possession in the third degree, a Class B Felony.  It is alleged that Gleason sold crack cocaine on two occasions.  Gleason was arraigned in the Lodi Town Court and released back to the Seneca County Correctional Facility.  Gleason is currently being held in the Correctional Facility on no bail on a charge of Violation of Probation and $2,000 cash bail/$4,000 secured bond on previous charges of Criminal Possession of a Controlled Substance in the seventh degree and Driving While Ability Impaired by Drugs.  Gleason is to reappear in the Seneca Falls Town Court on February 8, 2012 at 10am.

Arrest

01/19/2012 The Seneca County Sheriff’s Office Narcotics Division arrested Susan M. Panna, 28, of 32 State Street, Geneva, New York, on two counts of Criminal Sale of a Controlled Substance in the third degree, Class B Felonies, two counts of Criminal Possession of a Controlled Substance in the third degree, Class B Felonies, and one count ofCriminal Possession of a Weapon in the fourth degree. The charges stem from two separate incidents where Panna allegedly sold quantities of hydrocodone and oxycodone in the Village of Waterloo. Hydrocodone and Oxycodone are both narcotic drugs and have a high potential for abuse when not taken properly. When Panna was arrested inthe Town of Seneca Falls she unlawfully possessed a .380 semi-automatic pistol that she was not licensed to have, which resulted in the weapon charge.  Panna was additionally charged by the Waterloo Police Department with Unlicensed Operator and Unlawful Window Tint. Panna was arraigned in the Waterloo Village Court and remanded to the Seneca County Correctional Facility on $2,000 cash bail/$4,000 secured bond. Panna is to reappear in the Waterloo Village Court on January 24, 2012 at 9:30am. The Waterloo Police Department assisted in the investigation.

Arrest

01/19/2012 – Seneca County Sheriff’s Deputies arrested Anthony J. Wickum age 19 of 2295West Tyre Road Seneca Falls on an Arrest Warrant issued from the Tyre Town Justice Court. The charges stem from Wickum allegedly not completing his community service with Probation. Wickum was arraigned before Tyre Town Justice Mills and committed to the Seneca County Correctional Facility in lieu of $1000 bail or $2000 bond. Wickum will reappear in Tyre Town Court on February 21st 2012 at 1 p.m.

Arrest

01/9/2012 Seneca County Sheriff’s Deputies arrested Timothy L. Knapp age 37 of Lodi, New York on several charges related to child abuse and domestic violence. Knapp has been charged with: One count of criminal obstruction of breathing or blood circulation and five counts of Endangering the Welfare of a Child. The charges stem from several incidents alleged to have occurred at a Town of Lodi residence. These incidents include choking a seven year old female child and picking her up by the neck. It is also alleged that Knapp punched an eleven year old female in the chest and then repeatedly spit in her face. Numerous incidents of further domestic violence committed by Knapp were reported to have occurred in the presence of the seven year old, eleven year old and a two year old. The charges are the result of an ongoing investigation that started when Knapp was arrested on Dec. 17, 2011 and charged with two counts of endangering the welfare of a child. This incident involved striking a thirteen year old child and having her drive Knapp around in a car. At that time Knapp was incarcerated in the Seneca County Correctional Facility in lieu of $5,000.00 cash bail/ $10,000.00 secured bond with an order of protection in place. Knapp was re-arraigned on the current charges in the Town of Lodi Court on 01/19/12. He was remanded to the Seneca County Correctional Facility on $20,000.00 cash bail or $40,000.00 secured bond and is to re- appear in the Lodi Town Court on February 16, 2012 at 10:00 am to answer the charges. The order of protections are still in place. The investigation into Knapp’s actions with several children is ongoing.

Arrest

01/19/2012 Seneca County Sheriff’s Office reports that on January 19th, 2012 at 6:37 PM, Seneca County Sheriff’s Deputies arrested Brain E. MacGill, age 38, of 3942 MacDougal Road, Waterloo, on Miller Road in the Town of Fayette. He was charged with Driving While Intoxicated, a felony, Aggravated Unlicensed Operation in the First Degree, afelony, and Failure to Stay in Designated Lane and is to appear before the Town of Fayette, Justice on February 1st, 2012 to answer the charges. MacGill was involved in a one car motor vehicle accident where MacGill veered off the east side of Miller Road and struck a tree. MacGill was the only occupant in the vehicle. MacGill sustained a leg injury and some cuts and bruises and was transported to Strong Memorial Hospital in Rochester. The vehicle was heavily damaged and impounded. Waterloo Fire Department and North Seneca Ambulance assisted at the scene.

Arrest

01/19/2012 Seneca County Sheriff’s Deputies arrested Ronald S Woodard, age 40 of 2778 Parish Rd Ovid for two counts of Endangering the Welfare of a Child. It is alleged that Woodard initiated a verbal argument with a female and was acting violently in the presence of two young children. Woodard was arraigned at the Lodi Town Court where he was ROR’d. Woodard is scheduled to reappear on February 6, 2012. A Class A Order of Protection was issued to the two victims.

01/18/2012 Seneca County Sheriff’s Deputies arrested Freddy L. Karius, age 50, of 3742 Co. Rd. 1, Valois, NY on an outstanding Seneca County Family Court Warrant. In Addition to the warrant arrest, Karius was charged with two counts of Criminal Contempt 2nd for alleged incidents that occurred on 01/17/2012 and 01/18/2012 where Karius violated an order of protection issued out of Seneca County Family Court. He was arraigned at the Town of Lodi Court on all charges where he was committed to the custody of the Sheriff in lieu of $2,000 cash $4,000 bond for the Criminal Contempt charges and an additional $1000 cash on the Family Court warrant. Karius is scheduled to re-appear at the Town of Lodi Court on 02/06/2012 at 1000hrs for the Contempt charges and Seneca County Family court at a later date for the violation of the Family Court Act. .

Arrest

01-06-2012 @ 0237 Hrs - Seneca County Sheriff’s Deputies arrested Steven D. Salyer, 16, Samuel S. Robbins, 17, and Bernard E. Robinson, 17, all residing at 4887 State Route 96a, Romulus NY. a residential facility in the Town of Varick. The three males were each charged with one count of Criminal Mischief 2nd degree and one count of Conspiracy 5th degree. The mischief charge stem from an incident which occurred at a Town of Varick businesswhere the three are accused of allegedly damaging property valued over $1500.00. The conspiracy charge stems from the same incident where the three engaged in alleged criminal conduct with each other that would constitute a felony. All three were arraigned before the Town of Fayette court and committed to the Seneca County Correctional Facility on $2000.00 cash bail or $4000.00 secured bond. They are to appear before the Town of Varick court Jan. 18 2012 for further court action.

01-05-2012 @ 2040 Hrs - Seneca County Sheriff’s Deputies arrested Abraham Shamah, age 42, and Jeffery S Ball, age 21, both of 4301 Ridge Road, Fayette on arrest warrants for the charges of Making a Punishable False Written Statement, Falsely Reporting an Incident in the 3rd degree and Conspiracy in the 6th degree. The arrests stem from an incident that occurred on December 29, 2011 where it is alleged that Shamah and Ball made a false report to the Seneca County Sheriff’s Office and also made false written statements. They were both arraigned at the Fayette Town Court where they were released on their own recognizance. Shamah and Ball are scheduled to reappear at the Fayette Town Court on February 1, 2012.

Arrest

01/05/2012 Seneca County Sheriff Deputies arrested Robert F. Veeder, age 44 of 8417 North Main St., Lodi N.Y., for Criminal Obstruction of Blood or Breathing Airway and Unlawful Imprisonment 2nd. Both charges are class A misdemeanors and stem from a domestic incident that occurred at Veedor’s address in the early morning hours of January 5th 2012. It is alleged that Veeder pinned his female victim on the bed by sitting on top of her and choked her by placing his hands and forearm on her throat. Veeder was arraigned in the Town of Lodi Court and committed to the Seneca County Correctional facility on $2,500 cash bail $5,000 bond. Veeder is to re-appear in the Town of Lodi court on the 19th of January at 10:00am to answer the charges. A full stay away order was issued barring Veeder from contacting his victim.

1-2-2012 @ 1447 HRS Seneca County Sheriff’s Deputies investigated a one vehicle personal injury rollover accident on State Route 89 in the Town of Covert. Sheriff’s Deputies report Timothy J. Becony, age 48, of 1264 Elmira Road, Newfield, New York was traveling south on State Route 89 when the vehicle he was driving drifted off the west side of the road because of glare from the sun, according to Becony. The vehicle then traveled onto a guardrail and rolled over. Passengers in the vehicle, Kathleen Cipriano, age 48;  Edmund A. Volpe, age 77, and Lorraine S. Volpe, age 74, all of 1264 Elmira Road, Newfield, New York  were transported to Strong Memorial Hospital by South and North Seneca Ambulance in with cuts and bruises. Cipriano and Volpe had to be extricated from the vehicle by the Interlaken Fire Department. Becony was uninjured. The vehicle sustained heavy damage and was towed from the scene.

1-1-2012 @ 0138 HRS Seneca County Sheriffs Deputies arrested Charles E Henry Jr, 28, of 2646 Canoga Rd, for Harassment in the 2nd degree and Unlawful imprisonment in the 2nd degree. The charges stem from an incident where Henry allegedly harassed and attempted to prevent a Town of Fayette resident from leaving a residence during a domestic dispute. Henry was arraigned in the Town of Fayette Court and committed to the Seneca County Correctional Facility on $2500 cash bail, $5,000 secured bond. Henry is to reappear in the Town of Fayette Court on January 4th, 2012, to answer the charges.

12/23/2011 – Seneca County Sheriff’s Deputies responded to fire alarm activation at Hillside Children Center, 4887 Rte 96A, Building 703, in the Town of Varick. After an investigation it was determined that the alarm had been falsely tripped. Deputies arrested Kaitlyn M. Fredette, age 16, of Hillside Childrens Center. 12/25/2011 Seneca County Sheriff’s Deputies reports that on December 25, 2011 Deputies arrested Brian P. Oddi 39, of 1Brookside Drive, Waterloo. N.Y., on a charge of Harassment 2nd degree. The charge stems from a domestic incident where Oddi is accused of shoving a Town of Seneca Falls resident after an argument. Oddi was arraigned before the Town of Junius court. There a class B Order of Protection was issued and Oddi was released to appear before the Town of Seneca Falls court Jan. 11th 2012 to answer charges.

12/23/2011 – Seneca County Sheriff’s Deputies responded to fire alarm activation at Hillside Children Center, 4887 Rte 96A, Building 703, in the Town of Varick. 12/21/2011 Seneca County Investigators arrested Thomas D. Jensen, age 54, of 50 Chapel Street Seneca Falls, NY 13148 on a charge of Criminal Mischief 3rd, a class E felony. The charge stems from Jensen damaging the door at the Seneca County DMV. Jensen was issued an appearance ticket and is to appear in the Village of Waterloo court on 01-11-12 at 9:00 am to answer the charges.

Hunting Accident

12/21/2011 - Seneca County Sheriff’s Office is investigating a hunting incident that occurred on Dec 21 2011, in the Town of Junius that sent a Waterloo man to Strong Memorial Hospital with a gun shot wound to the neck. Deputies report that Jarrod A. Ticconi, age 26 of Waterloo, NY was raccoon hunting with his father Joseph J.Ticconi, age 53 of Seneca Falls and his brother Joseph J. Ticconi II, age 31 of Savannah NY, in a wooded area just west of Bedell Rd, in the Town of Junius at about 1017 PM when the incident occurred. The three men report that after treeing a raccoon the elder Ticconi attempted to harvest the animal when the gun had a miss fire. The elder Ticconi had reloaded the weapon, a 22 rifle and was raising it to take a second attempt at the animal when the gun discharged and the round stuck Jarrod Ticconi in the neck. Ticconi was treated at the scene by North Seneca Ambulance and flown by Mercy Flight to Strong for treatment. He is listed in guarded condition at this time. Junius Fire Department assisted at the scene with thelanding zone. The NYS DEC is assisting the Sheriff’s Office with the on going investigation.

12/20/2011 The Seneca County Sheriff’s Office Narcotics Division arrested Ronald J. Manino, 48, of 39 Spring Street, Seneca Falls, New York, on numerous charges following an investigation into alleged illicit drug sales. Manino was charged with two counts of Criminal Sale of a Controlled Substance in the third degree, Class B Felonies, and three counts of Criminal Possession of a Controlled Substance in the third degree, Class B Felonies. It is alleged that Manino was in possession of thirty individually packaged baggies of heroin while operating a vehicle on Route 96 in the Town of Waterloo when stopped by Sheriff’s Deputies. It is also alleged that Manino was intending to sell the heroin in the Waterloo and Seneca Falls area.  Additionally, it is alleged that Manino sold a quantity of a narcotic drug known as “opana” or “oxymorphone” on two separate occasions in November of 2011. This narcotic drug is commonly used in the treatment of pain for cancer patients.At the time of the arrest, Manino also held an active bench warrant out of the Seneca Falls Town Court for failure to pay fine on a charge of Harassment in the second degree.Manino was arraigned in the Seneca Falls Town Court and remanded to the Seneca County Correctional Facility on no bail. Manino is to reappear in the Seneca Falls Town Court on December 23, 2011 at 9:30am. The New York State Police Community Narcotics Enforcement Team assisted in the investigation.

12/17/2011 – Seneca County Sheriff’s Investigators arrested and charged Timothy L. Knapp, age 37, Lodi, New York with two counts of Endangering the Welfare of a Child. The charges stem from a domestic violence complaint where it is alleged that Knapp struck a thirteen year old female in the mouth and allowed the thirteen year old female drive a motor vehicle earlier in the evening. Knapp was arraigned in the Town of Lodi Court and was remanded to the Seneca County Correctional Facility in lieu of $5,000 cash bail/ $10,000 secured bond. Knapp is scheduled to re- appear before the Town of Lodi Court on January 19, 2012 to answer the charges. An order of protection was issued and the investigation is on going.

12/07/2011 Seneca County Sheriff’s Investigators arrested Michael P. Belanger, age 31, no permanent address, for failing to report a change of address, as a level three sex offender, a class E felony. Belanger was also charged with failing to verify his address, with the Sheriff’s office, a class E felony. A level three sex offender is required to report an address change within 10 days and is required to verify their address in person every 90 days. Belanger was evicted from his last residence in November 2011 and did not change his address and failed to report for his verification. Belanger was arrested at a business in Ontario County and arraigned in Town of Fayette Court where he was committed to the Seneca County Correctional Facility in Lieu of $750.00 cash or $1500.00 bail bond.

12/08/2011 Seneca County Sheriff Deputies arrested Elizabeth D. Hoecker, age 18, of 9 Phoenix Street, Canandaigua, New York and Kaitlyn M. Bosco, 19, also of 9 Phoenix Street, Canandaigua NY for one count of Petit Larceny each. The charges stem from an incident in the Town of Seneca Falls where it is alleged both Hoecker and Bosco stole items from a Seneca Falls business. Both Hoecker and Bosco were issued appearance tickets to appear in the Town of Seneca Falls Court in front of Justice Mahoney on 12/22/11 at 10am.

12/03/2011 Seneca County Sheriff’s Investigators arrested Ivor O. Williams, age 23, of 7655 Rt. 89, Ovid, New York for three counts of criminal possession of a weapon in the fourth degree. Williams is accused of possessing two sawed off shotguns and a semi-automatic pistol while at a Town of Ovid residence. Williams was issued an appearance ticket for the Town of Ovid Court and is scheduled to appear in Court on 12/19/11 at 7:00pm.

  12/02/2011 Seneca County Sheriffs Deputies arrested Ronald L. Castle Jr., age 45, of 57 Stevenson St., Apt. 1, Seneca Falls, NY on a Violation of Probation Warrant, issued out of the Town of Seneca Falls. Castle was arraigned before the Town of Waterloo Court and was committed to the Seneca County Correctional Facility in lieu of $500 cash or $1000 bail bond. He is to reappear before the Town of Seneca Falls Court on 12/07/11 at 10:00 am to

answer to the charge.

  12/02/2011 Seneca County Sheriff’s Deputies arrested a 14 year old female juvenile for falsely reporting an incident after she pulled a fire alarm at a Town of Varick facility.The juvenile was released on appearance tickets and is to appear in the Seneca County Probation Dept. on December 6th 2011 at 10:00am to answer the charges

11/28/2011 Sheriff’s Deputies arrested David J Ingandello, age 23, of 1798 Gilbert Road, Ovid, NY following an investigation in to a domestic dispute that occurred on 11/26/2011 in the Town of Ovid. Deputies charged Ingandello with Criminal Contempt 1st, (E Felony), two counts of Endangering the Welfare of a Child, Menacing 3rd, Criminal Mischief 4th, and Harassment 2nd. Ingandello was arraigned at the Town of Lodi Court and committed to the custody of the Sheriff in lieu of $5,000 cash or $10,000 secure bond. He is scheduled to appear at the Town of Lodi Court on 12/02/2011 at 10:00am for a felony hearing.

 
 11/28/2011 Sheriff’s Deputies arrested Emily J. Diamond, 17, no permanent address, on an arrest warrant for escape. The charge stems from an incident where Diamond allegedly escaped from a detention facility in Monroe County in October of 2011. Diamond was taken into custody in the Village of Seneca Falls and was turned over to the New York State Office of Children and Family Services.

11-23-2011 The Seneca County Sheriff’s Office reports that on November 23rd, 2011 at 11:13 PM, Seneca County Sheriff’s Deputies arrested Jessica L Hussey , age 19, of 219 East Main St Waterloo, on Rt 5 in the Town of Waterloo. She was charged with DWAI-drugs and failure to keep right and is to appear before the Town of Waterloo, Justice Marsh on December 27th, 2011 to answer the charges.

Deputies report Hussey was stopped on Rt 5 in the Town of Waterloo and also found to be in possession of a quantity of Heroin. Hussey was arraigned in the Village of Waterloo Court and committed to Jail in Lieu of $500 cash/ $1000 bail bond on the DWAI charge. and $5000 cash / $10,000 bond on the Criminal Possession of a controlled substance in the 3rd degree charge and is to reappear in the Village of Waterloo court on 11-29 on the possession charge.


Pesonal Injury MVA

11-23-2011 The Seneca County Sheriff’s Department reports Deputies investigated a Personal injury MVA that involved a motor vehicle and a horse drawn Amish buggy. Deputies report a vehicle driven by Lynn M Partin age 50 of 7013 Depot Rd Ovid was northbound on Rt 414 at the intersection of the Leader Rd , when a horse drawn Amish buggy operated by John S Stoltzfus age 20 of 4350 Yost Rd Waterloo , failed to yield and pulled in front of Partins vehicle. Partin was unable to avoid the collision- striking the horse and causing the buggy to slam into the side of her 2003 Ford Explorer – shattering both drivers’ side windows. The buggy was disconnected from the horse and spun off the east side of the road – hitting a southbound vehicle driven by Jayne C Moskal age 34 of 6 Oak St Hudson Falls NY. Deputies report that Stoltzfus and his wife Ella age 27 were thrown from the buggy. Both were treated at the scene by South Seneca Ambulance, and transported to Strong Memorial Hospital in Rochester where Ella was treated for contusions and abrasions and John is being treated for a broken pelvis and possible internal injuries. Sheriff’s Deputies state that Moskal and her passenger Mason Moskal age 4 were not injured and her car received minor damage and was driven from the scene. Lynn Partin was transported by North Seneca Ambulance to Geneva General Hospital to be treated for neck and back pain, and her passenger Alexander McDonald age 8 of 5040 Rt 414 Romulus was also transported by NSA to GGH where he received stitches to the facial area and was released. Partins vehicle received heavy damage and was towed from the scene. The Amish buggy was destroyed and removed from the scene as well. The horse was found at a nearby farm and is believed to be not severely injured. Deputies report they were assisted at the scene by Fayette Fire Dept, and Seneca County Emergency Management. Deputies report the investigation is continuing.

11-23-2011 The Seneca County Sheriff’s Office reports that on November 23rd, 2011 at 5:50 PM, Seneca County Sheriff’s Deputies arrested Richard L. Jensen, age 67, of 5119 SR 414, Romulus ,NY, on Leader Road. in the Town of Fayette. He was charged with Driving While Intoxicated and Driving With a BAC .08% or Greater and is to appear before the Town of Fayette, Justice Dean on December 29th, 2011 to answer the charges.

11-27-2011 The Seneca County Sheriff’s Office reports that on November 27th, 2011 at 10:23 PM, Seneca County Sheriff’s Deputies arrested Joseph M Deshaw, age 25, of 80 E North St. Geneva, NY, on SR 96A. in the Town of Fayette. He was charged with Driving While Intoxicated and Driving While Intoxicated Combined Influence of Drugs and Alcohol, Unlawful Possession of Marihuana, Failure to Keep Right and is to appear before the Town of Fayette, Justice Dean on December 28th, 2011 to answer the charges.

11-26-2011 Seneca County Sheriffs Office reports, Deputies arrested Nicholas J Ike, 26, of 8567 Mill St Lodi NY, on Assault in the second degree a class D felony. It is alleged Ike struck a Town of Ovid resident during a physical altercation at a Town of Ovid business. The altercation resulted in a Town of Ovid man having to be transported to Cayuga medical center for treatment ofhead and neck injuries, and later released. Ike was arraigned in the Town of Ovid Court and committed to the Seneca County Correctional Facility on $2500 cash bail, $5000 secured bond. Ike is to reappear in the Town of Ovid Court on Dec 1st 2011, to answer the charges.


ARREST

11-23-2011- The Seneca County Sheriff’s Office Narcotics Division arrested Jessica L. Hussey, 19, of 219 East Main Street, Waterloo, New York, on a charge of Criminal Possession of a Controlled Substance in the third degree, a Class B Felony. It is alleged that Hussey was in possession of 26 individually packaged bags of heroin. It is also alleged that Hussey was intending to sell the heroin in the Seneca County area. Hussey was arraigned in the Waterloo Village Court and remanded to the Seneca County Correctional Facility on $5,000 cash bail/$10,000 secured bond. Hussey is to reappear in the Waterloo Village Court on November 29th, 2011 at 10:30am.


ROBBERY ARREST

Seneca County Sheriff’s Office reports that on 11/20/2011, at 12:00 PM, Investigators arrested John R Bastien, age 22 , no permanent address, on several charges after an investigation spanning several days.

The arrest stems from a joint investigation by the Sheriff’s Office, Waterloo Police Department and the New York State Police.

On November 14
th 2011 Sheriff’s Deputies responded to a robbery at a local Seneca Falls business. Money had been stolen from a cashier using physical force. Video and other evidence was obtained. It was discovered that the suspect had also been involved with a grand larceny that had occurred at a Village of Waterloo business on November 9th 2011 being investigated by the Waterloo Police Department. The suspect was identified as John Bastien and was actively sought but his location remained unknown. On November 17th the suspect struck again committing an armed robbery at the Waterloo Prime Outlet Mall, in the Town of Junius, where a cashier was held up with a knife. The New York State Police responded to this incident and it was determined that the crime also involved John Bastien.

On November 18th 2011, Sheriff’s Investigators, along with officers from the Waterloo Police Department and the New York State Police, developed further information and conducted surveillance on possible witnesses. The suspect was located at a Town of Waterloo residence and taken into custody without incident. At the scene of Bastien’s arrest Sheriff’s Investigators discovered the clothing that the suspect wore during the robberies.

During questioning it was found that Bastien had committed yet another crime on November 10, 2011 where he had stolen money from a shopper’s purse at a Town of Seneca Falls business. On November 18th, 2011, Bastien was arraigned by the Waterloo P.D. on their Grand Larceny Charge in the Village of Waterloo Court. Bastien was committed to the Seneca County Correctional Facility on $10,000 cash, $20,000 bond. On November 20th 2011 Sheriff’s Investigators charged Bastien with Robbery in the third degree, Petit Larceny and Harassment for the November 14th Robbery. Bastien was also charged with a count of Petit Larceny for the November 10th theft from a purse. He was arraigned in the Town of Seneca Falls Court and committed to the Seneca County Correctional Facility on an additional $10,000 cash, $20,000 bond. Charges on the November 17th Robbery at the outlet mall are pending by the New York State Police.

Sheriff Stenberg credited excellent cooperation between the police agencies as a key factor in ending Bastien’s crime spree. The Sheriff advised that all citizens should be extra vigilant during the Holiday Season and take care with their purses, wallets, property and cash.

11/17/2011 Seneca County Sheriff Jack Stenberg reports Sheriff's Investigators arrested Travis M. Summerville, age 22, of 82 Havens Ave, Apt. 3, Auburn, N.Y. on charges of Burglary 2nd, a class C felony and Grand Larceny 4th, a class E felony. The charges stem from Summerville allegedly entering a residence in the Town of Tyre and stealing items worth over $1,000.00. Summerville was arrested at the Sheriff’s Office in the Town of Romulus. He was arraigned in the Town of Seneca Falls court where he was committed to the Seneca County Correctional Facility in lieu of $5,000 cash or $10,000 bail bond. He is due back in Town of Seneca Falls Court on 11-22-11 at 9:30 am to answer the charges.


PI MVA

11/15/2011 Deputies responded to a two car personal injury motor vehicle accident on State Route 318 and the entrance to the Waterloo Premium Outlet Mall. A vehicle being driven by Patricia M Smith, age 26 of 12 North Genesee St.,  Geneva was attempting to make a left turn into the Outlet Mall when she failed to yield the right of way to vehicle traveling westbound on State Route 318, being driven by Ashley M Corley, age 23, of 56 Cottage St., Auburn. The two vehicles collided and the Corley vehicle didoverturn and came to rest on its roof in the middle of the intersection. Passengers in the Smith vehicle include Michael J Jenkins, age 14, Javon D Wright, age 1, and Tyrian J Whitfield-Smith, age 6, all of 12 North Genesee St., Geneva. Passengers in the Corley vehicle include Thomas M Sobolewski, age 22, Kobey L Sobolewski, age 3, and Kallie M Sobolewski, age 1, all of 3114 Demont Rd., Seneca Falls. All occupants in the Smith vehicle were transported via North Seneca Ambulance to Clifton Springs Hospital for possible head and back injuries. All occupant of the Corley vehicle were transported via North Seneca Ambulance to Auburn Memorial Hospital for possible head and back injuries. All were being treated at the time of this press release. Assisting at the scene was Junius Fire Dept and the New York State Police. Smith was issued a traffic citation for failure to yield right of way at an intersection.

11/15/2011 The Seneca County Sheriffs Office reports Deputies arrested Rhonda J. Frey, age 33, of 8400 Leroy Street Interlaken. Frey was charged with Menacing 2nd Degree and Endangering the Welfare of a Child (2cts). The arrest stems from a domestic incident in Interlaken where Frey allegedly threatened a male with a brick in front of two children. Frey was arraigned in the Town of Covert Court and ROR’ed, an order of protection was issued. Frey is to reappear in the Town of Covert Court on 11/28/11 at 10am to answer the charges.

11/12/2011 The Seneca County Sheriff’s Office reports that on November 12th, 2011 at 0145 AM, Seneca County Sheriff’s Deputies arrested Scott T. VanNostrand, age 30, of 22 Carlton Road, Waterloo, NY, on SR 5. in the Village of Waterloo. He was charged with Driving While Intoxicated,Driving While Intoxicated .08% or Greater, Failure to Keep Right, Unalwful Possession of Marihuana and is to appear before the Village of Waterloo, Justice Mattoon on December 28th, 2011 to answer the charges.

11/15/2011 - The Seneca County Sheriff’s Office reports that Deputies arrested Paul Sturiale age 22 of 1875 Auburn Road, Lot 2, Seneca Falls, New York, and Nicholas Wheeler age 19 of 74 State St, Seneca Falls, New York for Criminal Possession of a Controlled Substance 7th. Deputies discovered a disabled vehicle at the intersection of SR 318 and SR 414 in the Town of Tyre. While investigating the incident it was determined that both parties were in possession of a controlled substance. Sturiale was also issued a citation for operating out of class. Wheeler was released on an appearance ticket. He is scheduled to appear at the Town of Tyre Court at a later date. Sturiale was brought to the Town of Tyre Court for arraignment. He was committed to the custody of the Sheriff’s Office in lieu of $500 cash bail $1000 bond. NYS parolee violated Sturiale, for that violation he was committed to the Correctional facility on no bail pending a parole hearing.

11/15/2011 Seneca County Sheriff Jack Stenberg reports that Investigators arrested David R. Mead, age 31 of 2666 County Road 130 Apt. A Ovid, NY 14521 on a charge of Endangering the welfare of a child. The charge stems from Mead asking a 15 year old girl to have sex with him. Mead is a level 3 sex offender who was arrested at his residence. Mead was arraigned in the Town of Lodi court where he was committed to the Seneca County Correctional facility in lieu of $10,000 cash or $20,000 bail bond. A full stay away order of protection wasissued for the victim. Mead is due back in Town of Lodi on 11-17-11 to answer the charge.

11/01/2011 The Seneca County Sheriff’s Office Narcotics Division arrested Eric W. Rivera, 28, of 130 East Elisha Street Apt. 5, Waterloo, New York, on numerous charges following an investigation into narcotics trafficking out of his residence. Sheriff’s Deputies and members of the Waterloo Police Department executed a search warrant at his residence on November 1st, 2011, and seized quantities of cocaine, ecstasy, and marihuana that were allegedly packaged for drug sales. Other items seized during the search warrant included scales allegedly used for the weighing of drugs and a pair of brass knuckles. Rivera was charged with four counts of Criminal Possession of a Controlled Substance in the third degree, Class B Felonies, and two counts of Criminal Sale of a Controlled Substance in the third degree, Class B Felonies. It is alleged that Rivera sold crack cocaine out of his residence on two different occasions. Rivera, who is also a level 2 registered sex offender, was arraigned in the Waterloo Village Court and remanded to the Seneca County Correctional Facility on $10,000 cash bail/$20,000 secured bond. Rivera is to reappear in the Waterloo Village Court on November 4th, 2011, at 9:30am. The Waterloo Police Department assisted in the investigation. More charges are pending as the investigation is continuing.

10/31/2011 Seneca County Sheriff’s Deputies responded to 2646 Canoga Road, Seneca Falls, NY, for the report of a domestic incident. While investigating the incident, Deputies observed a rifle with asilencer attached owned by Charles E. Henry Jr. age 28 of the above address. Henry was charged with Criminal Possession of a Weapon 3rd (D Felony). Henry was arraigned at the Town of Fayette Court and committed tothe custody of the Sheriff in lieu of $2500/$5000. A felony hearing is scheduled for later in the week.

10/29/2011 - Seneca County Sheriff\'s Deputies arrested Marlin M. Johnson, age 36, of 400 Wellington Ave Rochester NY. The arrest stems from a Warrant Issued out of Family Court for Failure to Appear. Johnson was arraigned in the Town of Waterloo Court and remanded to the SCCF in lieu of $2000 cash/ $4000 bond. Johnson is to appear in Seneca County Family Court the next day it is in session.

Seneca County Correctional Facility

It is the mission of the Seneca County Correctional Facility and its’ staff to:

  • Insure public safety by providing a safe, secure and humane environment for all those who are committed to the custody of the Sheriff.
  • Provide inmates with opportunities for education and rehabilitation so that they may be successfully reintegrated into society.
  • Establish professional working relationships with other agencies and service providers, thereby enhancing public safety and inmate rehabilitation and treatment.
  • Encourage staff development through continued education and training, thereby enhancing professionalism, morale and the public image of corrections as a profession.
  • Operate the correctional facility in a fiscally responsible manner in accordance with all Federal, State and local laws.

Seneca County Civil Division

It is the mission of the Seneca County Civil Division and its’ staff to:

It shall be the policy of the Civil Division to execute in a timely and professional manner properly filed civil orders and summonses within the County of Seneca, as directed by a court of proper jurisdiction or other competent authority. The Civil Division shall maintain appropriate records of civil judgments, and shall lawfully collect, maintain and disburse monies in connection therewith. Further, the Division will handle cases and deal with all people in a fair and just manner.
